Governor of Basra Federal Government of Iraq HE Asaad Abdulameer Abdulghafar Al-Idan, Governor Basra, holds a BSC in Electronic Engineering, he held several positions including; Deputy Chairman of the Board of Directors of the Islamic Bank of Al Bilad, he has an extensive experience in investment, banking and trade, he also worked at the Iraqi Trade Bank as a Director from 2006-2011. He participated in the Shaaban Uprising, he fled to Islamic Republic of Iran, he was then arrested and sentenced to death and then his sentence was reduced to life in prison. After the fall of the Baathist regime, he worked within the National De-Baathification Commission. Deputy Chairman of the Oil & Gas Committee Federal Parliament of Iraq He is the current Deputy Chairman of the Oil & Gas Committee, Federal Parliament of Iraq, he is the candidate of the Victory Alliance for Dhi Qar, assumed a number of high ranking roles in Iraq, last role he assumed before his nomination to the parliament is the responsibility of the coordination of the Committee between the National Security and the Prime Minister’s office. Senior Advisor to Iraq's Prime Minister Federal Government of Iraq Laith Kubba was a senior director for Middle East and North Africa programs at the National Endowment for Democracy since 1999. In 2005, he served as a senior advisor to Iraqi Prime Minister and as a spokesman for the Iraqi government. He was formerly director of international relations at the Al-Khoei Foundation in London, a global charity and faith-based endowment, and founded the International Forum for Islamic Dialogue, a London-based network of liberal Muslim activists and intellectuals. He regularly contributes in global media talks on democratization in the Middle East and North Africa, Islam and democracy, and politics in Iraq. Dr. Kubba holds a B.A. from the University of Baghdad, Iraq, and a Ph.D. from the University of Wales, UK. Minister's Advisor Ministry of Oil, Federal Government of Iraq Dr. Falah J. Alamri was born in Iraq, 1953. He received his Ph.D. titled (Marine and Transporting of Oil Cargo) at the Dundee University- College of Law in Scotland, UK. He also received his Masters in International Cargoes Transportation Conventions at Salford University, Manchester, UK. Received his B.S.c. in Economics at the University of Basrah, College of Administration and Economics, 1977. Iraq’s Governor for Organization of Petroleum Exporting Countries (OPEC), Director General of Oil Marketing Company (SOMO), Ministry of Oil since 2006 and acted as Director General of the Iraqi Oil Tankers Company (IOTC) from 2004 - 2006 and from 2009 until early 2015. A member of the National Committee negotiating World Trade Organization (WTO), member of a team responsible in developing Iraqi Gas Sector. Advisor to Arab House, Ministry of Foreign Affairs of Spain & Former EU Ambassador to Iraq Ambassador Ramon Blecua has held several postings in the Ministry of Foreign Affairs and the Embassies of Spain in Ghana, Indonesia, Egypt and Guatemala from 1988 to 1996. He was Spanish Representative to the Palestinian/Israeli peace negotiations in Cairo from 1992 to 1995. He participated in the International Commission Security Sector Reform of Guatemala and Cooperation Aid Coordinator for implementation of the peace agreements. In 1997, he was appointed Head of Office of the Director of the Institute for Cooperation with Latin America in the Spanish Agency for international Cooperation and Advisor of the Deputy Minister for International Cooperation and Latin America. Subsequent postings include Chief of Cabinet of the Director of the Cervantes Institute, Deputy Head of Mission in Teheran, Deputy Consul General in Buenos Aires and Cultural Counsellor in Cairo. He was Advisor for the International Center Oscar Niemeyer in Aviles for cultural Diplomacy Projects, Deputy Head of Mission in the Spanish Embassy in New Delhi from 2011 to 2014 and since 2014 Head of Political Section of the EU Delegation in Sana. He has been invited to lecture by International IDEA, the Latin American Center of Administration for Development, Argentinian Center for Foreign Relations, Aspen Institute, universities and research centers on issued of international cooperation, democratic governance and international relations. Ambassador Blecua Casas holds a M.A in history from Madrid Complutense University, and has studies in International Cooperation, Foreign Relations and Cultural Management. He has also published articles and essays on international relations, development cooperation and cultural diplomacy. He speaks English, French, Italian, Portuguese, Persian and Arabic. Deputy Minister, Deputy Head of (REFAATO) Ministry of Construction, Housing & General Municipalities, Federal Government of Iraq Dr Dara Hassan Reshid is the Deputy Minister at the Ministry of Construction, Housing, Municipalities and General Works and Vice President of REFAATO. He was previously Deputy Minister of the Ministry of Labour and Social Affairs from 2010 to 2013 and a Special Adviser to the President of KRG on development, construction and investment from 2005 to 2010. Mr Reshid holds a B.Sc. in Civil Engineering and an M.Sc. in Highway & Traffic Engineering. He joined the SOC as Operation and Shift Engineer – Gas compressor station, then became a Technical Member in Commercial and Technical Committee at the SOC , then he became the Director of Coordination Office – for the Iraqi Ministry of Oil for the South Region, then he became Manager for Technical and Coordination Department at the SGC, then a manger of Green Fields Project Department at the BGC , then he became the Deputy Director of Project and Engineering Commission at BGC, then became a Member in JMC for Majnoon Field between (2012-2013) then a member in Gas consultant committee/South Region, then he became Basra Gas power and investment Advisor, then a member and Head in Multi Commercial and Technical Committees for the last 10 years , then he became Basra Gas Company Project Manager between ( 2013-2015 ), then he became South Gas Company Director General Assistant (2015-2016 ) then the South Gas Company Director General as from 2016. Ismaael graduated with a Chemical Engineering Degree from Basra University, Iraq and achieved and completed a number of training programmes and researched a number of technical papers at the SGC. Head of the Energy Committee Basra Council, Federal Government of Iraq Member of the Basra Council and the head of the Oil & Gas Committee for the elected local council – 2013-2017- Mr Al Fares holds a University degree in law from the University of Basra, and has extensive experience for more than 10 years in strategic planning and projects case studies; with Iraqi international laws; and has extensive experience in dealing with the international companies working in Iraq. He has worked and helped the Basra community with a number of projects, participated in a number of workshops and training programmes both locally and internationally and has participated in a number of local and international conferences. Director General of SCOP – Basra Ministry of Oil, Federal Government of Iraq Director of the Environment & Water Directorate Ministry of Science & Technology, Federal Government of Iraq Dr. Saadi has an MSc and PhD degree in Environmental Engineering from University of Baghdad in 2006, and worked since then as a manager for the Water Research Center, at the Ministry of Science & Technology. He has several assignments in his work as a supervisor for research and studies conducted in the directorate in the fields of water, food and environment pollution and their treatments. He participated in several projects as a designer and as a project manager for rehabilitation several water treatment facilities since 1985 when he graduated from the University of Baghdad as a Nuclear Engineer. He supervised several MSc and PhD students, and conducted several researches in the field of water with several published papers. Director, Iraq Exploration & Business Development Chevron Europe, Eurasia & Middle East Exploration & Production Kevin Kveton is Director of Iraq Business Development. Based in London, he assumed his current position in July 2017. Dr. Kveton joined Chevron in 1989 and has held numerous domestic and international assignments in exploration, business development, and geological research & development. His overseas resident assignments included Australia, Papua New Guinea, Bahrain, Indonesia, and Thailand with responsibilities also covering Qatar, Myanmar, and China along with new venture work across the Middle East, North Africa, and Southeast Asia. Dr. Kveton is a 1989 graduate from the University of Washington in Seattle with a Ph.D. in Geology. Country Manager BP Iraq Zaid Elyaseri is responsible for managing BP’s business integration in Iraq and is responsible for working with key energy officials in Iraq. BP is the lead contractor for developing Rumaila oil field, Iraq’s largest field. Zaid has held various central and regional finance/commercial roles and was involved in setting up business processes for Rumaila. Prior to working at BP, Zaid worked for KPMG UK and has headed advisory and risk positions in the Middle East. In 2014, Zaid took up the position of BP Iraq Deputy Country Manager and in 2015 was appointed as BP Iraq Country Manager. Executive Director, Exploration and Production Crescent Petroleum Abdulla Al Qadi is the Executive Director, Exploration and Production at Crescent Petroleum, where he oversees the company’s upstream projects and its business development activities both locally and internationally. Mr. Al Qadi has 30 years of experience in the oil and gas industry, including in petroleum development, drilling, and production. Prior to joining Crescent Petroleum, he served as the Offshore and Onshore Drilling Manager at Abu Dhabi National Petroleum Company (ADNOC). Mr. Al-Qadi holds a Bachelor’s degree in petroleum engineering from New Mexico School of Mining and Technology in the US, and is an active member of numerous local and international associations. Director General of Environment, Basra & South of Iraq Ministry of Environment, Federal Government of Iraq Mr Ahmed Hanoon Jassim, Director General of the South Environment Directorate, Basra, worked within the environment directorate within the following units: Radioactive Sources Control Unit, 2004-2005. Water and air quality control unit, 2005-2006. Air Quality Control Unit Officer, 2005-2014. Urban Environment Division, 2010-2014, which includes; (Air quality control unit, water quality control unit, industrial activity control unit, service control unit, noise level control unit, environmental impact assessment unit, site control unit and chemicals management) )he held several posts including; Assistant Director of Basrah Environment Department, 2010-2014. Point of contact in Basra Governorate for the Vienna Convention and the Montreal Protocol for the Conservation of the Ozone Layer. Lecturer of air pollution in the Faculty of Technical Engineering in Basra, 2012-2013. Director of the Basrah Environment Department since 2014. Decision maker of the Council for the protection and improvement of the environment in the province of Basra since 2014. Mayor of Al Zubair Basra Governorate, Federal Government of Iraq Associate Director, Renewable Energy Directorate Ministry of Science, Federal Government of Iraq Dr. Falah joined Renewable Energy Directorate in 2009 and he has held director of solar energy research center with renewable energy research and development that implemented on locals PV solar power plant stations in low and medium scale in Iraq. Supervisor for more than 30 student MSc and PhD in renewable energy field and Published more than 50 Papers in National and international Journals. He is Member of International Renewable Energy Congress (IREC) from 2012-2019. Falah AL-Attar is Associate Director of Renewable Energy Directorate, Ministry of Science and Technology in Baghdad, Iraq, he assumed his current position in May 2018. Dr. Falah is a 2009 graduate from the University of Panjab in Chandigarh, India with a Ph.D. in Physics (Solar Energy). Director RSK Group Mr Taylor has a master’s degree in marine geology and over 40 years’ experience in engineering and environmental geology and geophysics for marine and land-based projects. Mr Taylor is responsible for business development in RSK’s global division, with specific focus on the Middle East, Africa and former Soviet Union. His particular experience in Iraq includes project managing environmental and social baseline and impact assessment studies as well as the operations of a sustainable waste management centre in the Rumaila oilfield. In addition, he project manages health, safety and environmental due diligence projects for a range of clients including oil majors. Expert Ministry of Electricity, Federal Government of Iraq Mohammed Hashim Jaafar Al-Araji gained a B.Sc of Electrical Engineering in 1977; and in 1979 became Assistant Engineer, Directorate of Electricity Distribution Maysan. Between 1979 and 2003 he held several positions – Engineer, Official Implementation of the Projects; Senior Engineer, Technical Officer; Chief Engineer, Deputy Director; Director; and Expert- Director. In 2006 he became Deputy Director, Electricity Distribution in the South; and in 2009, Export-General Directorate of Training and Development – in 2011 he was promoted to Director of Experts. Some of Mr Al-Araji’s outstanding achievements include the design and implementation of the lines of modern lighting, electrical networks and the implementation of the lighting within the campaigns of modern reconstruction of Basra, FAO, Uzayr and Ali-alsharqi cities. President The Iraqi Environment and Health Society - UK Graduated with BSc in Chemistry from Iraq and gained MSc, PhD (UCL) and PGCE from London, UK. She is a Chartered Chemist & Chartered Scientist from the RSC and a member of SCI. She has worked for many years at UCL as a Senior Research Assistant and a Research Fellow at the Thromboses Research Institute in London. She also worked in many Educational Institutions and Colleges in London including Head of Science position. She had published over 70 scientific papers, patent, presentations, editor of a book on environmental pollution in Iraq and articles in Iraqi newspapers. Her current studies is on the impact of pollution on the environment and public health in Iraq. She is the Founder and President of The Iraqi Environment and Health Society -UK (2015) and organized many scientific conferences on environmental pollution in Iraq. Chief of Experts Iraq National Security Advisory, Federal Government of Iraq Federal Government of Iraq, Aamer Al Moswi holds a Master of Law, General Section, and Constitutional Law from the College of Law at Al-Mustansiriyah University. He also holds a Masters of Strategic Planning from the National Defense College in Iraq as well as a Bachelor of law from the College of Law at Al-Turath College in Baghdad, Iraq. From 2006 to 2009 Mr Al Moswi was the Chief of Staff and National Security Advisory in Iraq as well as a Member of the committee that wrote the Iraqi National Security Strategy from 2007 to 2014. From 2010 to present he has been the Chief of Experts and National Security Advisory in Iraq. In February 2015 he became a Member of the Scientific Committee at the AL-Nahrain Center for Strategic Studies and National Security Advisory in Iraq. In July this year Mr Al Mousawi became a Member of the security team responsible for the preparation and comprehensive reform of the national strategy of the security sector in Iraq and has conducted extensive research papers covering Iraq’s defense plans. Head of Licensing & Contracts Basra Oil Company, Ministry of Oil, Federal Government of Iraq Naser is Mechanic Engineer graduated in 1981 from Basra University. He has been working on upstream sector since 1985. Most of Naser’s career is in drilling but he also worked in operations. He was a manager of Iraqi Drilling co. South branch from 2003 to 2008. Ha has experience in operating and maintenance of various types of rigs. Currently he holds a position of Head of Licensing Contracts in Basra Oil Company. Before joining GardaWorld, Andy held the positions of Security Director, Orascom Telecom Iraq and Managing Director, Consilium Risk Strategies, a private security company which he founded in 2004. Andy served in the British Special Forces and has over 20 years’ security industry experience. Former Director General South Gas Company, Basra, Ministry of Oil, Federal Government of Iraq Ali Khudier Al Saady is Chairman of the Joint management committee meeting, with over 40 years of extensive experience in oil and gas industry, responsible for approving the BGC annual production plans and signing for approval on Tenders/ purchase orders $ 5 m, nominating the BGC Deputy Manager and the O&M Committee Managers from SGC share. As the Director General of the South Gas Company – Ministry of Oil Presenting the Ministry of Oil at international meetings, approving the company annual plan for OLM and directing the SGC production activities. Major achievements included the re starting the KAZ LPG / NGL plant after 5 years shutdown, increase LPG production daily rate from 900 to 2600 ton / day. Refurbishment and starting the dry gas compressor at KAZ after 27 years shutdown, this compressor added 100 ton / day of LPG and 65 MMSCF/D of dry gas to the network, establishing Basra Gas Co. with Shell and Mitsubishi and west Qurna Oil Fields, recruiting more than 2000 Iraqi nationals, put the plans for the gas utilization project and minimizing new NGL plant in N. Rumail Artawi field. Global Account Manager – Oil and Gas Aggreko Billy has many years’ experience of living and working in the Middle East and Africa with Aggreko and providing innovative solutions to the O&G industry on new and existing projects both on and offshore. He now leads the Global Accounts Team for Aggreko based out of the UK focused on maximizing our opportunities to add value to our customers’ operations worldwide. He spends much of his time working with Aggreko’s regional Oil and Gas teams around the world to bring our newest innovations to our customers and ensuring we stay aligned with the industry on strategic goals such as decarbonization and digitization of their operations. Research Associate Oxford Institute for Energy Studies (OIES) Ahmed Mehdi is an energy consultant and Research Associate at the Oxford Institute for Energy Studies (OIES). Ahmed regularly advises oil companies and trading houses on oil and gas pricing, country strategy and energy economics. He previously acted as an advisor to BHP Petroleum’s strategy division and spent several years working with PricewaterhouseCoopers (PwC) in London. Ahmed comments widely on energy issues in the media, including the New York Times, Bloomberg, Foreign Affairs, Middle East Economic Survey (MEES), Petroleum Economist and S&P Global Platts. Ahmed was educated at the University of Oxford and University College London (UCL). Managing Director ILF Consulting Engineers - Abu Dhabi Klaus Schick is a Managing Director of ILF Consulting Engineers Abu Dhabi, an engineering services provider focused on the Oil & Gas as well as the Water & Energy industry sectors in the MENA region. With a degree in civil engineering, he advanced his career through numerous international positions in the Oil & Gas upstream and midstream sectors. His experience spans from pipeline projects in Nigeria, to facility projects, managing the whole field development in Yemen and management of business units. Furthermore, he has been heavily involved in Oil & Gas field development concept creation and field assessment with the aim of developing business opportunities along the hydrocarbon value chain. Before taking up his current role as a Managing Director with ILF in 2017, he worked in project development and execution for Bilfinger Berger, OMV and DNO in various countries and positions. His key competences lie in leading large multi-disciplinary and multi-cultural teams, in project definition and project execution. Klaus has been working in the Middle East since 2010. Managing Director MFL Finance Limited Raed was born to a business family with ancient roots in Basra. The family however left Basra for the UK in the late 1970’s to exploit multinational business and economic opportunities. Under the stewardship of Raed, the family business has expanded and grown significantly. Raed obtained his BSc and MSc degree from City University in London. He expanded the family business activities in Basra during 2003. Raed has established a very successful business portfolio with multinational companies such as RSK, DYNASAFE BACTEC, Lahmeyer, BB Energy, WPE British Water Company and others. Among services afforded are local support, contacts in all aspects, logistics, representation, procurement, banking expertise including payroll, lending and other related functions. Also 20 years ago, Raed established a finance company in the U.K. called MFL Finance Limited. this is one of the largest finance companies in the U.K. for real estate lending and project finance with over $2 billion of lending during 2018.
