Ms. Salem joined the World Bank in 2007. Prior to her current post in Iraq, Ms. Salem worked as a Senior Operations Officer and Private Sector Development Specialist working on various countries across the globe with focus on Africa and Middle East and North Africa.
Ms. Salem started her career as an entrepreneur, establishing the first life insurance company in Palestine. Prior to her international career, Ms. Salem was a Director at the Palestinian Ministry of Planning and International Cooperation and an Advisor at the Ministry of Economy. Prior to joining the World Bank,
Ms. Salem also worked with UNDP and UNIDO in Sudan and Somalia. Mr. Salem holds an MA Degree in International Commerce and Trade from Middlebury Institute of International Studies, United States; MA Degree in International Relations from Birzeit University, Palestine; and a Bachelor degree in Business Administration from University of Jordan, Jordan.
Ambassador Ramon Blecua has held several postings in the Ministry of Foreign Affairs and the Embassies of Spain in Ghana, Indonesia, Egypt and Guatemala from 1988 to 1996. He was Spanish Representative to the Palestinian/Israeli peace negotiations in Cairo from 1992 to 1995. He participated in the International Commission Security Sector Reform of Guatemala and Cooperation Aid Coordinator for implementation of the peace agreements. In 1997, he was appointed Head of Office of the Director of the Institute for Cooperation with Latin America in the Spanish Agency for international Cooperation and Advisor of the Deputy Minister for International Cooperation and Latin America. Subsequent postings include Chief of Cabinet of the Director of the Cervantes Institute, Deputy Head of Mission in Teheran, Deputy Consul General in Buenos Aires and Cultural Counsellor in Cairo. He was Advisor for the International Center Oscar Niemeyer in Aviles for cultural Diplomacy Projects, Deputy Head of Mission in the Spanish Embassy in New Delhi from 2011 to 2014 and since 2014 Head of Political Section of the EU Delegation in Sana. He has been invited to lecture by International IDEA, the Latin American Center of Administration for Development, Argentinian Center for Foreign Relations, Aspen Institute, universities and research centers on issued of international cooperation, democratic governance and international relations. Ambassador Blecua Casas holds a M.A in history from Madrid Complutense University, and has studies in International Cooperation, Foreign Relations and Cultural Management. He has also published articles and essays on international relations, development cooperation and cultural diplomacy. He speaks English, French, Italian, Portuguese, Persian and Arabic.
HE Assaad Abdel-Amir Abdel-Ghaffar El-Eidan , Governor Basra, holds a BSC in Electronic Engineering, he held several positions including; Deputy Chairman of the Board of Directors of the Islamic Bank of Al Bilad, he has an extensive experience in investment, banking and trade, he also worked at the Iraqi Trade Bank as a Director from 2006-2011. He participated in the Shaaban Uprising, he fled to Islamic Republic of Iran, he was then arrested and sentenced to death and then his sentence was reduced to life in prison. After the fall of the Baathist regime, he worked within the National De-Baathification Commission.

H.E. Dara Hassan Reshid is the Deputy Minister at the Ministry of Construction, Housing, Municipalities and General Works and Vice President of REFAATO. He was previously Deputy Minister of the Ministry of Labour and Social Affairs from 2010 to 2013 and a Special Adviser to the President of KRG on development, construction and investment from 2005 to 2010. MR Reshid holds a B.Sc. in Civil Engineering and an M.Sc. in Highway & Traffic Engineering.

Dr Kameran Ali Hasan holds a Bachelor’s Degree and Master’s Degree in Law, and a Master of Business Administration from Jules Vernier-Picardy University, France. He also holds a PhD in Management of Institutions.
Dr Kameran has experience in the management of government institutions and the development of annual budgets of ministries and how to implement them and the development of public administrative policies and deal with the challenges facing the implementation of these policies. The following positions were held by the Director General of Planning in the Ministry of Health in the Kurdistan Region and Director General of Social Welfare Director of Relief and Reconstruction Organization funded by the United Nations.
Dr Jamal Abdul-Zahra holds a Degree in Medicine, Member of the Iraqi Parliament representing Basra, Member of the Oil and Gas Committee, one of the main leaders of Al Fadhila Group at the Iraqi Parliament.
Ali Dawai Lazim Al-Fartusi holds a Bachelor Degree in Islamic sciences. The governor of Maysan held many posts including member of Council of Maysan, head of The Integrity for four years and official at the public company for sugar.
Mohammed Taher al-Tamimi holds a Bachelor of Electricity Engineering from the University of Basra and Master's in Business Administration Mini Certificate - Turkey – Antalya. He is the First Deputy Governor of Basra since 2013, he held several positions including the Resident Engineer responsible for the implementation of projects, departments at the faculties of the University of Basra- Engineering Section - presidency of the University Al Basra 2003-2005, became responsible for the Division- Basra Electricity Distribution Directorate 2009-2010 as well as for the Electricity Distribution Directorate north of Basra 2012 – 2013.
Mohammed attended a number of international Conferences outside Iraq including the representation of the province of Basra in the workshop with the Federal Republic of Germany regarding the benefit from the experience of Germany in the transfer of powers, the workshop for the development of industrial cities by the UNIDO- United Nations in Italy.
He handled several portfolios including; electricity, services portfolio, legal and general administration of municipalities.
On July 31, 2017, Mr. Timmy Davis assumed responsibility as the Consul General for the U.S. Consulate in Basrah. Mr. Davis joined the Foreign Service as a political officer and his overseas tours include Guatemala City; Najaf, Iraq; Canberra, Australia; Basrah, Iraq; and Bogota, Colombia.
Before assuming his position in Basrah as Consul General, Mr. Davis was most recently the Chief of Staff in the Office of the Undersecretary for Political Affairs, the office that manages the day-to-day affairs of overall regional and bilateral policy issues, and oversees the bureaus for Africa, East Asia and the Pacific, Europe and Eurasia, the Near East, South and Central Asia, the Western Hemisphere, and International Organizations.
In Washington, Consul General Davis has also served as a Senior Watch Officer in the State Department Operations Center, Special Assistant to Secretary of State Hillary Clinton, Director for Iraq at the National Security Council, Deputy Chief of Staff to the Special Presidential Envoy to Counter-ISIL, and Chief of Staff to the Counselor of the Department.
Mr. Davis is from New Orleans and attended the University of Alabama. He served in the United States Marine Corps for nine years before joining the Foreign Service.

Kevin Kveton is Director of Iraq Business Development. Based in London, he assumed his current position in July 2017.
Dr. Kveton joined Chevron in 1989 and has held numerous domestic and international assignments in exploration, business development, and geological research & development.
His overseas resident assignments included Australia, Papua New Guinea, Bahrain, Indonesia, and Thailand with responsibilities also covering Qatar, Myanmar, and China along with new venture work across the Middle East, North Africa, and Southeast Asia.
Dr. Kveton is a 1989 graduate from the University of Washington in Seattle with a Ph.D. in Geology.
Zaid Elyaseri is responsible for managing BP’s business integration in Iraq and is responsible for working with key energy officials in Iraq. BP is the lead contractor for developing Rumaila oil field, Iraq’s largest field. Zaid has held various central and regional finance/commercial roles and was involved in setting up business processes for Rumaila. Prior to working at BP, Zaid worked for KPMG UK and has headed advisory and risk positions in the Middle East. In 2014, Zaid took up the position of BP Iraq Deputy Country Manager and in 2015 was appointed as BP Iraq Country Manager.

Dr. Mark Wharton is the Development and Joint Ventures Manager for Shell in Iraq and is responsible for the technical and investment planning of Shell’s portfolio of oil and gas projects that are contributing to Iraq’s development and reconstruction.
Mark has extensive industry experience across the oil and gas sector having held prior technical and management positions with Royal Dutch Shell operating units in The Netherlands, Oman, Malaysia, Nigeria and Kazakhstan.
In his current role in Iraq he contributes to safe and reliable operations at the Shell-operated Majnoon field in the Basrah province and provides shareholder governance and support to the non-operated West Qurna 1 venture, the midstream gas joint venture Basrah Gas Company and the world-scale Nebras petrochemicals joint venture.
Mark holds a PhD in Geology and Geochemistry from Durham University and a Bachelor of Sciences in Geology from Imperial College, London.
His work in Iraq enables him to pursue the wider societal benefits of capturing gas that is otherwise flared into a useful source of power for Iraq industrial and domestic use, providing employment opportunities for local Iraqi companies and communities and enabling technical and managerial training for Iraqi colleagues within the Shell participating ventures.
Yaroslav Okulov is oil and gas professional with more than 20 years experience. He graduated in petroleum engineering and finance and hold MBA degree from London Business School. His background includes senior positions in strategy and finance in the number of Lukoil’s business units and regional headquarters in Russia, Central Asia and Middle East.
Dr. Jaafar Oklany, is the Commercial Director of Basrah Gas Company in Iraq since 2015. As a Commercial Director for Basrah Gas Company, Dr. Jaafar works closely with the government officials in Iraq in addition to Basrah Gas Company partners Shell, Mitsubishi and South Gas Company. Prior to joining BGC, Jaafar was the Deputy Country Chairman of Shell Iraq.
Dr. Jaafar has more than 25 years of oil & gas industry experience covering (upstream, midstream, downstream sectors) worked in various international academic and industrial roles before he joined Shell in 2004 as a Senior Consultant on Business Improvement and Investment Planning
Dr. Jaafar has a B.Sc. in Chemical Engineering from the University of Baghdad, a M.Sc in Advanced Chemical Engineering from the University of Manchester and a Ph.D. in Enhanced Oil Recovery from the University of Salford in the UK.
He lived and worked in the United Kingdom, The Netherlands, Japan, Brazil, Morocco, UAE and Iraq. He lives in Dubai with his wife, two children and two dogs.
Dr Mowaffak al Rubaie is a neurologist by profession from Britain. He founded and operated several entrepreneurial commercial firms in Britain until 2003 when he became a member of the Governing Council. He served three administrations as NSA (2004-2009) until he became a Member of Parliament (2009-2018). He authored five books & hundreds of articles covering human rights, reconciliation, Federalism, a modern understanding of Islam; and respect for moderation, and rejection of extremism and terrorism. Dr Rubaie was awarded (2009) the Peace Prize of the Foundation for Relief and Reconciliation in the Middle East in recognition of his efforts for respect for human rights and reconciliation in Iraq. He was awarded the Dr. Jean Mayer Award (2012) at The Fletcher School of Law & Diplomacy at Tufts University Boston, MA. He was EPIIC INSPIRE Fellow at Tufts University Global Leadership 2012 & Senior Statesman in Residence at The Fletcher School of Law and Diplomacy at Tufts and an INSPIRE Fellow at the Institute for Global Leadership Tufts University (2014). Senior Advisor to the University of California The Berkeley Program on Entrepreneurship and Development in the Middle East. Senior Advisor at the Middle East Strategy Task Force at the Atlantic Council.
A Mlik b Jaffar has assumed the position of Head Iraq, PETRONAS Carigali Iraq Holding B.V. (PCIHBV) as of 1st April 2016. As CEO and PETRONAS Country Chairman Iraq, his portfolio includes managing the entire spectrum of upstream exploration and production activities in three (3)oil fields in Iraq, which includes Garraf (Operator), Badra and Halfaya, as co-investor.
With more than 25 years of experience in the PETRONAS upstream business, he was previously the Head of Projects and Engineering, PETRONAS Carigali Sdn. Bhd., responsible for the development and execution of various Malaysia and International Projects. He has directed and been involved in many notable projects in Malaysia and overseas, including in Pakistan, Iran, Iraq, Turkmenistan and many others, both offshore and onshore.
He has a Bachelor of Science (BSc) in Civil Engineering from the University of Tennessee, Knoxville, United States and enjoys sports and travelling. He is also interested in areas of project management, especially in continuous improvements and people development.

Mr Ismaael succeeded Mr Ali Khudair AL Saady as the DG of the South Gas Company and brings more than 17 years of experience into the role.
He joined the SOC as Operation and Shift Engineer – Gas compressor station, then became a Technical Member in Commercial and Technical Committee at the SOC , then he became the Director of Coordination Office – for the Iraqi Ministry of Oil for the South Region, then he became Manager for Technical and Coordination Department at the SGC, then a manger of Green Fields Project Department at the BGC , then he became the Deputy Director of Project and Engineering Commission at BGC, then became a Member in JMC for Majnoon Field between (2012-2013) then a member in Gas consultant committee/South Region, then he became Basra Gas power and investment Advisor, then a member and Head in Multi Commercial and Technical Committees for the last 10 years , then he became Basra Gas Company Project Manager between ( 2013-2015 ), then he became South Gas Company Director General Assistant (2015-2016 ) then the South Gas Company Director General as from 2016.
Ismaael graduated with a Chemical Engineering Degree from Basra University, Iraq and achieved and completed a number of training programmes and researched a number of technical papers at the SGC, speaks both Arabic and English.
Member of the Basra Council and the head of the Oil & Gas Committee for the elected local council – 2013-2017- Mr Al Fares holds a University degree in law from the University of Basra, and has extensive experience for more than 10 years in strategic planning and projects case studies; with Iraqi international laws; and has extensive experience in dealing with the international companies working in Iraq. He has worked and helped the Basra community with a number of projects, participated in a number of workshops and training programmes both locally and internationality and has participated in a number of local and international conferences.

Dr Khalid Al-Yaqoobi is General Director at the Iraqi Presidency Office. From 2008 – 2016 he was adviser at the Iraqi Presidency Office and between 2001 – 2008 he was Adviser for Regional Affairs at high level security committees at the Iraqi National Security Council. He has also worked as a consulting engineer and has over 14 year’s maritime experience at the Iraqi Trade Navy Fleet and international private companies.
Dr. Al-Yacoobi frequently participates in conferences, summits, and political and security symposiums. He has studied Maritime Engineering at the Arabian Gulf Academy for Maritime Studies, holds a Bachelor’s Degree in political Science from the University of Baghdad, a master’s Degree in Strategic Planning for National Security from the National Defence College as well as a PhD in International and Diplomatic Relations.

Mohammed Hashim Jaafar Al-Araji gained a B.Sc of Electrical Engineering in 1977; and in 1979 became Assistant Engineer, Directorate of Electricity Distribution Maysan. Between 1979 and 2003 he held several positions – Engineer, Official Implementation of the Projects; Senior Engineer, Technical Officer; Chief Engineer, Deputy Director; Director; and Expert- Director. In 2006 he became Deputy Director, Electricity Distribution in the South; and in 2009, Export-General Directorate of Training and Development – in 2011 he was promoted to Director of Experts. Some of Mr Al-Araji’s outstanding achievements include the design and implementation of the lines of modern lighting, electrical networks and the implementation of the lighting within the campaigns of modern reconstruction of Basra, FAO, Uzayr and Ali-alsharqi cities.
Louise Haxthausen (Denmark) joined UNESCO in 1993, where she worked in the Human Rights Division of the Sector for Social and Human Sciences, at UNESCO HQ (Paris). She has an academic background in political science (bachelor degree) and international public law (masters degree).
She has worked on conflict and crisis response at country-level in Afghanistan (2002-2004), where she was seconded to the Ministry of Culture and Information to support the development of its National Development Budget and coordination of international assistance in the field of culture and media development. Subsequently, she served as Head of the UNESCO Office for the occupied Palestinian territory (oPt), covering the West Bank and Gaza (2008-2011); and as Officer-in Charge of the UNESCO Iraq Office (2013 and since July 2016). She was appointed as Director of the UNESCO Iraq Office in January 2017.
At UNESCO Headquarters, she has acted as Focal Point for the Middle East in the Office of the Director-General (2004-2007); as Senior Coordinator, Crisis Response in the Arab World, Bureau of Field Coordination (2012) and as Senior Coordinator, Crisis and Transition Response, Office of the Director-General (2014- July 2016).
Munther Nima Hashem, current Governorate of Basra Energy Advisor, holds a BSC in Electrical engineering from the University of Basra, and has held various posts and responsibilities, including responsibility for the execution of a number of construction and infrastructure projects as well as for nearly 300 projects in electricity transmission and distribution.

Graduated with BSc in Chemistry from Iraq and gained MSc, PhD ( UCL) and PGCE from London, UK. She is a Chartered Chemist & Chartered Scientist from the RSC and a member of SCI. She has worked for many years at UCL as a Senior Research Assistant and a Research Fellow at the Thromboses Research Institute in London. She also worked in many Educational Institutions and Colleges in London including Head of Science position. She had published over 60 scientific papers, patent, presentations, editor of a book on environmental pollution in Iraq and articles in Iraqi newspapers. Her current studies is on the impact of pollution on the environment and public health in Iraq. She is the Founder and President of The Iraqi Environment and Health Society -UK (2015) and organized many scientific conferences on environmental pollution in Iraq.
Dr. Azzam Alwash was born in Kut, Iraq in 1958 and left to the United States in 1978 where he completed his graduate work with a Ph.D. in Civil Engineering from the University of Southern California in 1988. He practiced in the environmental and geotechnical field for over 20 years.
He started Eden Again, a program to put the spotlight on the drying of the marshes of southern Iraq, under the auspices of the Free Iraq Foundation, where he is a member of the board of directors. After the removal of Saddam Hussien, he moved back to Iraq to work on the restoration of the marshes and founded Nature Iraq, an Iraqi NGO focusing on the preservation of the environment of Iraq and its cultural heritage. An effort that earned him the Takreem Award in 2011 and The Goldman Environmental Prize for the 2013 as well as being designated one of the 100 forward thinking leaders of the world by the Foreign Policy Group in 2013.
In 2006, and in recognition of the need of Iraq to improve its undergraduate education, he became a founding member of the board of trustees of the American University of Iraq – Sulaimani. The mission of the university is to be the builder of the future leadership of Iraq and the region through the use of the liberal arts model and allowing students that reflect the mosaic of Iraq to interact and form life long friendships not to mention honest discussion about the modern and ancient history of the region alongside a rigorous scientific curriculum and worked actively to raise funds and to build the infrastructure and educational faculty. The first graduating class was in 2011 and the university now has some 1400 students with plans to expand to a 5000 students population.
Dr. Alwash is working now on issues of water and the environment through Nature Iraq and American University to promote the idea of cooperation on water management and making water an instrument of peace rather than the source of tension in the future middle east.
Dr. Falah J. Alamri was born in Iraq, 1953. He received his Ph.D. titled (Marine and Transporting of Oil Cargo) at the Dundee University- College of Law in Scotland, UK. He also received his Masters in International Cargoes Transportation Conventions at Salford University, Manchester, UK. Received his B.S.c. in Economics at the University of Basrah,College of Administration and Economics, 1977.

Naser is Mechanic Engineer graduated in 1981 from Basra University. He has been working on upstream sector since 1985. Most of Naser’s career is in drilling but he also worked in operations. He was a manager of Iraqi Drilling co. South branch from 2003 to 2008. Ha has experience in operating and maintenance of various types of rigs. Currently he holds a position of Head of Licensing Contracts in Basra Oil Company.
Ali Agha Jaffar, Chief Executive Officer of Field Energy Services, started the company in 2008, with an eye on developing the under-served oil services industry in Iraq. Amer Al Moswi holds a Master of Law, General Section, and Constitutional Law from the College of Law at Al-Mustansiriyah University. He also holds a Masters of Strategic Planning from the National Defense College in Iraq as well as a Bachelor of law from the College of Law at Al-Turath College in Baghdad, Iraq.
From 2006 to 2009 Mr Al Moswi was the Chief of Staff and National Security Advisory in Iraq as well as a Member of the committee that wrote the Iraqi National Security Strategy from 2007 to 2014.
From 2010 to present he has been the Chief of Experts and National Security Advisory in Iraq. In February 2015 he became a Member of the Scientific Committee at the AL-Nahrain Center for Strategic Studies and National Security Advisory in Iraq.
In July this year Mr Al Mousawi became a Member of the security team responsible for the preparation and comprehensive reform of the national strategy of the security sector in Iraq and has conducted extensive research papers covering Iraq’s defense plans.
Raed was born to a business family with ancient roots in Basra. The family however left Basra for the UK in the late 1970’s to exploit multinational business and economic opportunities. Under the stewardship of Raed, the family business has expanded and grown significantly.
Raed obtained his BSc and MSc degree from City University in London. He expanded the family business activities in Basra during 2003. Raed has established a very successful business portfolio with multinational companies such as RSK, Cegelec (part of Vinci Group), DYNASAFE BACTEC, Lahmeyer, BB Energy, WPE British Water Company and others. As the Director General of the South Gas Company – Ministry of Oil Presenting the Ministry of Oil at international meetings, approving the company annual plan for OLM and directing the SGC production activities.
Major achievements included the re starting the KAZ LPG / NGL plant after 5 years shutdown , increase LPG production daily rate from 900 to 2600 ton / day. Refurbishment and starting the dry gas compressor at KAZ after 27 years shutdown, this compressor added 100 ton / day of LPG and 65 MMSCF/D of dry gas to the network, establishing Basra Gas Co. with Shell and Mitsubishi and west Qurna Oil Fields, recruiting more than 2000 Iraqi nationals, put the plans for the gas utilization project and minimizing new NGL plant in N. Rumail Artawi field.
Ian is a Business Development Director and Soil and Groundwater expert within RSK’s Global Division and has over 20 years of varied research, environmental consulting and management experience. He specialises in environmental due diligence, risk assessment, soil and groundwater remediation and waste management. For the last five years, Ian has worked in the Middle East, mainly in Iraq, overseeing RSK’s business operations and managing environmental and geotechnical projects for numerous international oil companies. He is now also responsible for business development within the Middle East region.
A highly experienced project director, Ian has managed projects and portfolios for clients including DuPont, GlaxoSmithKline, National Grid, Shell, Basrah Gas, Lukoil, Gazprom, PetroChina, TTOPCO and BP/ROO. Ian was the European programme manager for RSK’s pan-European Shell GESS contract from 2010 to 2012 and now manages a number of RSK’s key accounts in Iraq, including Shell and Basrah Gas.
Ahmed Tabaqchali, the Chief Investment Officer (CIO) of Asia Frontier Capital’s AFC Iraq Fund, is an experienced Capital Markets professional with over 25 years experiences in US and MENA markets. Currently a Fellow at the Institute of Regional and International Studies (IRIS) at the American University of Iraq-Sulaimani (AUIS).
Diar has been working in the petroleum industry over more than 15 years. Highly experienced in achievement and management of upstream explorations, production and developments of the oilfields, nationally and internationally. He graduated from two prestigious universities, Texas A&M and University of Iowa, USA in 2016; majoring in Total Petroleum Systems-Petroleum Basin Analysis.
For his MSc degree, he emphasized on Reservoir Characterizations of Miocene Carbonate Reservoirs at Tawke Oilfield, Kurdistan Region-Iraq. He then, became a well site geologist at DNO, spent more than a year, focusing on formation evaluations while drilling. Since 2009, Diar has been working for HKN Energy as an Exploration Geologist till 2011. His main interests have been focusing on interpreting seismic sections; structural analysis; stratigraphic analysis, defining new plays and prospects from frontier basin exploration to micro-scale reservoir characterizations. Finally, he was nominated as a first awardee for the prestigious Vincent Nelson Memorial Award- 2015 American Associations of Petroleum Geologists (AAPG) in the USA. He has so many valuable contributions in various cutting-edges across the globe.
